Im not a dehumidifier expert but when in dry mode it seems to push cold air out the front and hot air out the exhaust.

Im not sure how this is different from cooling mode other than the manual says to remove the exhaust hose when in dry mode. That piece we are looking at, is a vent. The air coming into it, along with the slope of the pipe, is what keeps that water flowing. If that pipe has a long run, say over 15 feet, there could also be another vent which is blocked.
